As the economy gets stronger, the crime rate goes down, but there is also 
growth in the numbers of prisons and prisoners. Is this inconsistency an 
indication that the prison-industrial complex is tied to the nation's
economy 
and not to real social needs? There are communities whose livelihood is 
dependent on prisons in the same way that communities benefit from 
universities or automobile factories.

The artists in CELLSCAPE II take a look at these issues.
